Whitman Capital Panel Reviews $470,000 in Requests, Sets December Meeting

WHITMAN — November 12, 2025 — Whitman's Capital Planning Committee opened its FY26 capital request review with roughly $470,000 available against a long list of aging infrastructure needs. The committee, working from $1.05 million in certified free cash after four standing policy commitments — including $200,000 to Plymouth County Retirement and $140,000 to OPEB — reviewed animal shelter repairs totaling just over $55,000, a $15,000 server replacement for card access and video surveillance, a $6,084 police station smart board, and the long-deferred replacement of the town's legacy financial software. IT Director Josh McNeil warned that the town's payroll processing vendor, Customized Data Services, has notified clients that FY26 will be its last year handling payroll, forcing a procurement decision. The committee also noted the town needs approximately $1.5 million toward a $15 million East End corridor TIP project, with a $225,000 assessors' overlay surplus and a potential 40R zoning incentive payment of roughly $300,000 discussed as one-time funding options. The committee meets next on December 10.
