Conservation Commission Continues Harvard Street Senior Housing Hearing to July 15

WHITMAN — July 1, 2025 — Whitman Conservation Commission puts 38-unit Harvard Street senior housing project on hold pending a missing wetland file. The commission continued the public hearing for case 340-0490 — a proposal by Steve Egan of Egan Development, LLC, represented by Carl Garvey, to build a 900-foot private road serving 11 single and duplex senior buildings and a 27-unit apartment building on the west side of Harvard Street — to its July 15 meeting after members could not locate a prior approved Notice of Intent containing wetland flag series B1 through 15B. The project would create 90,000 square feet of new impervious surface routed through nine infiltration chamber systems, and alter 1,870 square feet of bordering vegetated wetland with a 2,020-square-foot replication area proposed in return. Abutters raised chronic flooding concerns during public comment, with one resident stating he had experienced water problems for the first time in 25 years after a nearby development was completed. The commission pre-signaled order-of-conditions terms including a total salt ban, a fertilizer prohibition, snow-storage restrictions confined outside the 100-foot buffer, and mandatory commission review of the construction stormwater plan before any permit issues.
