Whitman Conservation Commission unanimously approves Rose Way wetland boundary delineation

WHITMAN — April 21, 2026 — Whitman Conservation Commission unanimously approves wetland boundary map for undeveloped parcel off Rose Way. The Commission voted Tuesday to issue Order of Delineation DEP No. 340-0496, confirming that boundaries on a plan dated April 7, 2026, and signed by engineer Lawrence P. Silva accurately depict bordering vegetated wetlands on the parcel. Wetland scientist John Zimmerman of South River Environmental told the board that a supplemental vegetation analysis near flag 74 found six upland indicator species to two wetland indicator species, falling short of the three-parameter wetland classification threshold, and that the wetland boundary has shifted roughly 60 feet away from the Rose Way cul-de-sac compared with 2020-2021 plans — a change he attributed to fill placed during the Rose Way subdivision construction. Abutters raised concerns about a spotted salamander on the property and about basement flooding linked to the prior subdivision; Commission members said both issues fall outside the delineation proceeding and advised neighbors to contact the state Department of Environmental Protection and to attend future Zoning Board and Planning Board hearings, where they will receive certified-mail notice. Abutters wishing to contest the delineation have approximately 10 days to file a $120 superseding request with DEP.
